Select System > Settings > Accounts to manage users and user groups:

Create a new user group or select an existing user group and click on Edit to configure the rights for all group members:

Create a New User or select a user and click on Edit to enter the user name and password. Select the option User must change password on next login to prompt the user to enter a new password upon next login. For example, you can create a user with a default password for him/her to log in once and then choose his/her own password for the future.

Click a user name and drag it without releasing onto a user group so that the user becomes part of the group and inherits its rights.

Note: You can neither delete nor modify the default "Administrator" user and "Administrators" group.
